The demand for Mineral/Agriculture products and water resources are steadily increasing due to population growth and improved standards of living. More mineral/food require more water and im-proved technologies. However, Mongolia is in dessert and average rainfall in Mongolia is only less than one third to fifth of other countries. In addition, global climate change and extreme weather events aggravate the shortage of water resources availability.
